This question is based on the assumption that the people we are trying to keep separate are geographically near each other.
Given that the groups are geographically determined, and that we don't want to create special exceptions to that, I don't see that we can keep given people separate.
This isn't the forum to discuss this, but I wonder what the goal is in keeping these people separate.
